[wdvltalk-social] what is a web engine?

One failure to get on the net from the problem computer cries that the web engine is at fault.   However, check help or do a search Ask and Google gets me no closer to any explanation of it.

What is a web engine [and I don't think the reference is to a search engine!!!]?
