There isn't any "small caps" in CSS.  You'll need to use text-transform:
uppercase;

h4 {text-transform: uppercase;}

I have put EasyPHP on the desktop, and downloaded the same version of
Wordpress as on my host, with Boozurk theme on W7 64 Home premium on a new
Medion (if pretty basic).

I have made some amendments to the style.css, most particularly h4. 
Whatever I do I cannot get it to show the colour or to appear as small caps
- nor make any of my direct changes work [using TopStyle]. A change to body
type [to serif] via the theme appearance pages seems to be implemented, but
is written into the style.css too, as expected.

The css is plain vanilla h4, and I have put no style= in the html for it,
since it has no special name.

Is there a glaringly obvious reason for my failure, or is it more obscure?
