Well, you can't just plug graphics in your project like you plug
libraries, you have to work a little around it. 

For my project I followed Daan advice, using Boostrap (in its now
obsolete version) and doing just the necessary as HTML coding. In my
opinion this can give you something that work, but never give you
something beatiful.

A more complex but more effective solution is grab a HTML template
from a site like this: http://www.wowthemes.net/

Then, you'll still need some art with HTML to make your project suit
inside it, but at last your site will look good.
