I'm not 100% sure, but I think you have to be a perldancer admin to see that page. But, basically, it's just the list of peeps belonging to the plugins-maintainers group. Which, right now, consists of SawyerX, DavsX, polletix and deluxaran (something tells me the roster list will soon get longer).
