Probably not, if for no other reason that anyone on the Dancer-users list would likely be well-versed in web development anyway.

That said, this one is conceptually only slightly removed from emails selling me other things, such as body-parts-enhancement-gels-and-creams.

Such a discount for web services (in Perl and especially in Dancer) sounds like a good deal, but try to keep it toned down, no need for an entire commercial with bright colors to the list. A short email saying "I will offering 50% on web development in my firm, @more_details..." would go a longer way IMHO, and won't feel like spam to anyone.
