I have to agree.

Please do not send such materials to the list, at least not in this manner.

Such a discount for web services (in Perl and especially in Dancer) sounds
like a good deal, but try to keep it toned down, no need for an entire
commercial with bright colors to the list. A short email saying "I will
offering 50% on web development in my firm, @more_details..." would go a
longer way IMHO, and won't feel like spam to anyone.
